Review finds Post Office Capture system likely to have caused shortfalls
An independent review into the Post Office Capture software used across the network in the 1990s – prior to the Horizon computer system – found there is a ‘reasonable likelihood’ it caused shortfalls in branch accounts.
Post Office Capture software was developed in-house by the Post Office’s information technology team. It was used in branches from 1992 onwards, with various versions and upgrades of the system introduced until the introduction of Horizon in 1999.

Hudgell Solicitors supported those affected by the issues with Capture in raising the issue with Post Office officials and Government Ministers, and were instrumental in financial and risk advisory company Kroll being commissioned to carry out an independent investigation.
We were the only legal firm invited to attend a briefing with Post Office Minister Gareth Thomas and the Department for Business and Trade when the findings were revealed in September 2024, alongside a number of clients (including Lee Bowerman and Steve Lewis pictured), with some speaking of the impact on their lives.
Investigators said there was an “acknowledgement both in internal and external communications during the 1990s that Post Office Capture system had bugs and errors that varied in severity” and that there was a ‘reasonable likelihood’ the software caused shortfalls.

As we have seen with Horizon, new legislation can be fast-tracked and introduced to overturn unsafe convictions and clear peoples’ names.
Compensation schemes can also be created which allow people, should they choose, to seek speedy settlements, or to further investigate their own individual cases.
There needs to be fast action on these failings, faster than we have seen before.
